Please  further advise vessel’s full description including :
* Call sign
* Air draft
* Imo number
* Mmsi number
* Gasoil and ifo tank capacities.
* Daily bunker cunsumptions..
Should you arrange bunker supply at Istanbul road then please also advise expected bunker quantity on vessel’s arrival.

• If a vessel proceeds from a Turkish port in the Mediterranean or Marmara to a foreign Black Sea port, the upward dues passing through the straits are payable on the “Operating Vessels” basis. The transit passage only commences when the ship returns from the Black Sea, always provided that she again proceeds to foreign (not Turkish) port in the Mediterranean, without operating in Turkish Territorial waters. In such an event, it is up to the agents to submit a letter to Authorities stating that the ship is only performing a one way transit passage. In that case only 50 pct of the transit dues are collected.

Dardanelles

 
 
 
 

•For vessels which complete the full transit passage (up and down or vice versa) within a period exceeding 6 months, the full transit passage dues are payable twice. However, if the Agent is aware on either passage(up or down as the case may be) that six month period will be exceeded, a similar letter as above will serve to pay only 50% of the dues for each passage and thus avoid duplication.
•During the transit passage of the straits pilotage is not compulsory but highly recommended.
•Should any vessels declared its passage as transit,remains in Marmara more than 48 hours or offloads/loads cargo, instead of proceeding to a foreign port, then it violates the transit status. Difference between transit and calling vessel dues are to be paid.
•Istanbul Metropolitan Municipality has increased the fines applicable to the ships and vessels caused pollution in the sea.

PASSAGE OF TOWED VESSELS

STRAIT PASSAGE OF CONVOY (TOWED VESSELS, DOCKS, ETC)
Please be advised for a convoy passage , Agents are obliged to present an application to the Authorities with some documents
attached, thus for arranging smooth operation, we need at least 5 days notice on the estimated arrival time of the convoy to the
strait entrance.
Following informations are required with the application :
The vessel that will be towed’s ;
          -departure & arrival ports,
          -estimated time of arrival to Strait entrance,
          -grt / nrt / dwt / loa / beam / draft / airdraft / flag / displacement / call sign,
          -engine’s present condition and maximum speed.
The tugboat’s ;
          -flag/grt/nrt/loa/beam/draft/airdraft/call sign/speed,
          -power of engine.

Apart from above, following documents / certificates are to be attached to the application :
Tugboat’s:

1. Bollard Pull Certificate,
2. Towage Certificate or Sailing Permission,
3. Certificates about the materials that are to be used for towage (if their ability are not mentioned in above certificates)

issued by its Class or Register,
4. Tonnage Certificate,
5. Class Certificate,
6. Register Certificate,
7. Safety Equipment Certificate,
8. Minimum Safe-Manning Certificate,
9. Radio Certificate,
10. Loadline Certificate,
11. Safety Construction Certificate,

     *Either originals of certificates mentioned in item no 4/5/6/7/8/9/10/11, or an original letter signed by Register or
     Class confirming their validity, to be presented to the Administration
.
12. Detailed drawing, showing towage from above & side view,
13. P&I Certificate,
     *Apart from originals of the documents mentioned in this item, also notarized translation of same to be presented
     to the Administration.

          a. Statement or Confirmation Letter from P+I Club
            * This letter shall contain following, with direct expression:
                    i) That the tugboat and the vessel that’ll be towed, are under P&I cover,
                    ii) That the Insured is still under PandI cover,
                      *This is required to prove that the insurance cover is valid, i.e. no any unpaid premiums left, the last premium is
                        duly paid and thus the policy is still valid.
          b. If the Tugboat P&I is not containing coverage of the vessel that’ll be towed, then the seperate P & I policy issued for
              the said vessel, to be presented,
          c. The valid P&I Certificate issued by P&I Club
            *This certificate shall in NO MEANS contain an exemption on ‘COLLUSION’ and ‘POLLUTION’,
          d. Valid H+M Insurance policy

Towed Vessel’s:
1. Tonnage Certificate,
2. Ship’s Plan,
3. P&I Certificate,
4. If the Tugboat P&I is not containing coverage of the vessel that’ll be towed, then the seperate P & I policy issued for the towed vessel must also be presented,

5. Valid Hull Insurance policy (if she has engine and it is in use, then the valid Machinery Insurance policy is also required).

 


After presentation of the application and the required documents to the Administration, following procedure will be taken:

1. Application and the documents attached, will be examined by the commitee constitued by the Zone Directorate.
2. Passage conditions will be determined by the said committee, for the ones whose sailings are approved.
3. If the lenght of the vessel or the convoy will be 300 mtrs or more, permission from Undersecretariat to be taken.
4. With the permission of Undersecretariat for the vessels or convoy having lenght of 300 mtrs or more, or for the others; the conditions for the passage to be declared by the Zone Directorate to the relative associations and committees (Coastal Safety Administration, Police, Canakkale Zone Administration, Istanbul Harbour Master, Istanbul Traffic Control Centre, Canakkale Traffic Control Centre, TDI Harbour Administration) and to the Agent.
5. When the vessel or the convoy will be found in accord with the requirements of the passage by the Zone Directorate, she ‘ll be permitted to sail.

GENERAL INFORMATION
1. Convoy passage is allowed during daylight only.
2. If the vessels will be dropping anchor in Istanbul for any sort of supply like bunker, fresh water etc…, then ‘pilotage dues for anchoring’ shall be concerned, meaning additional charges.
3. Lenght of the convoy is calculated as follows:
     tugboat’s loa + towed vessel’s loa + ½ of towed vessel’s loa
4. Bollard pull of the tug needed is calculated ( based on the towage speed of min 5-6 knots ) as follows ;
    vessel’s loa x vessel’s beam x 0,9/100
    Depends on the current conditions in Bosphorus strait the figure found above is multiplied with :
    1,5 or 2,0
5. Escorting:
Please note that, the information given below is for guidance purposes only, i.e. the expenses will be known after examination of the application by the Commitee and according to the report that they’ll issue.

 

In Istanbul Strait
Escorting expenses differ from each other depending on the lenght of the convoy. For your guidance , the scale is as below:

Less than 100 mtrs: 1 tug(800 bhp), about usd 200.- per hour
                                    (1100 bhp), about usd 250.- per hour
                                    (2500 bhp), about usd 400.- per hour
Between 100-200 mtrs:1 tug (4200 bhp), about usd 800.-per hour Between 200-250 mtrs : 2 tugs (2500 bhp+4200 bhp)
Over 250 mtrs :              2 tugs (each 4200 bhp)

*If the Authorities will decide on using the tug for towage operation, which is called CER, the cost will be 1,5 times of escorting.

In Canakkale Strait
Escorting expenses differ from each other depending on the lenght of the convoy. For your guidance , the scale is as below:

Less than 100 mtrs :        1 tug (1100 bhp-2500 bhp), about usd 400.- per hour
Between 100-200 mtrs :  1 tug (4000 bhp) ,                about usd 800.- per hour
Between 200-250 mtrs :  2 tugs (2500 bhp+4000 bhp)
Over 250 mtrs :               2 tugs (each 4000 bhp)

6. Please note, for both Istanbul & Canakkale passages, for the tugboats, apart from their costs, a deposit of 10% of total cost of escoritng (or towage expenses, as the case may be) has to be lodged.

Total Expenses for convoy passage are formed with below items:

1. Istanbul Strait expenses for both tugboat & the vessel that’ll be towed.
2. Canakkale Strait expenses for both tugboat & the vessel that’ll be towed.
(Pilotage dues of a convoy is calculated by adding GRT of tugboat to GRT of the towed vessel).
3. Escorting (or towage expenses, as the case may be) for both Istanbul & Canakkale Straits including 10% deposit.
4. Facilities for Harbour Master, Pilots, and the Authorities that’ll be issuing the report.
5. Please be guided that, passage through Istanbul takes about 6/7 hours and it takes about 8/9 hours to clear Canakkale Strait.
6. Duration of escorting ( or towage, as the case may be), is calculated as the time passed between the departure and arrival time of the tugboat to its station.
